The View’s Joy Behar speculated on Tuesday about what Russian President Vladimir Putin is planning over a debunked report that the Biden administration sent $6 billion to Israel.

Behar, one of six co-hosts of The View, speculated that Putin may have thought the United States would divert its financial support to Israel over Ukraine, the former of which recently endured terrorist attacks carried out by Hamas. The attack on Israel comes as Ukraine is still at war with Russia, which has been occurring since February 2022.

“Now, I would think Putin is sitting back and saying, ‘Wow, well, they’re sending their money to Israel, so maybe they won’t send them to Ukraine. They won’t send the money to Ukraine now,'” Behar said. “I’m very suspicious of this. And what did Donald Trump tell Putin when he was in Helsinki? These are questions that need to be answered in this country.”

The report that Behar was citing was a White House memo that appeared to show Biden allowing Secretary of State Antony Blinken to send up to $8 billion in aid to Israel in the wake of the Hamas terrorist attack. The reported memo had been shared online through social media.

Sean Savett, a White House spokesman, said Monday that the memo was fake. The memo was originally issued on July 25 and authorized up to $400 million to Ukraine but had been altered over the recent news with Israel.

President Joe Biden said Tuesday afternoon that 14 U.S. citizens were among the hundreds of people killed in the terrorist attacks across southern Israel. The president has also spoken with Israeli Prime Minister Benjamin Netanyahu multiple times since the attacks and said the U.S. stands with Israel in combating the “pure, unadulterated evil.”

“I told him if the United States experienced what Israel is experiencing, our response would be swift, decisive, and overwhelming,” Biden said. “We also discussed how democracies like Israel and the United States are stronger and more secure when we act according to the rule of law. Terrorists purposely target civilians, kill them. We uphold the laws of war, the law of war. It matters. There’s a difference.”
