DC mayor’s office inquiry finds former chief of staff sexually harassed second woman

The former chief of staff to Washington, D.C., Mayor Muriel Bowser sexually harassed a woman multiple times in 2020, according to an internal report.

The Mayor’s Office of Legal Counsel said it substantiated two allegations made against John Falcicchio, the former chief of staff and deputy mayor to Bowser, in a report released on Monday. Falcicchio resigned from his position in March after serving as a close adviser to the mayor for several years. He has been accused of sexual harassment by at least two D.C. employees, with Monday’s report representing the latest allegation.

The report details four allegations but only substantiates two of them.

The first substantiated claim is that Falcicchio allegedly “made unwelcome, physical, sexual advances” toward a woman in his apartment in four separate incidents in 2020. The report claims that the unnamed woman was at his apartment “at his direction for work-related reasons.” A fifth incident where there was an “unwanted sexual advance” at a separate location was mentioned.

The other substantiated claim is that in 2020, Falcicchio allegedly sent the anonymous female employee “flirtatious messages and asked her personal questions about her romantic life to manipulate her into feeling comfortable with him.”

The report concludes Falcicchio’s behavior “more likely than not constituted sexual harassment as defined” and violated the policy of the D.C. mayor’s office.

“At the conclusion of the investigation, the SHO made recommendations to the Mayor based on her findings. These recommendations focused on improving the District’s policies and procedures to ensure the District takes proactive steps to prevent sexual harassment and to encourage reporting so that future issues may be addressed in a timely and appropriate manner,” the report concluded.

A report from the same office in June substantiated two claims of sexual harassment by Falcicchio against another female employee of the D.C. government.

After Falcicchio’s exited, Lindsey Parker was hired as the new chief of staff to the mayor, and Keith Anderson was hired to serve as interim deputy mayor.
