State of the Union 2023: Biden to highlight proposals to add online protections for children

President Joe Biden will focus on protecting the data of children and teenagers in his State of the Union address Tuesday night, a move that echoes efforts by Congress to enact stronger privacy protections for families.

The White House said on Tuesday that Biden will push for social platforms to put a heavier emphasis on protecting the data of teenagers, including a ban on targeted advertising aimed at minors. He will also call for measures to strengthen data privacy and platform transparency for people of all ages.

“Platforms and other interactive digital service providers should be required to prioritize the privacy and wellbeing of young people above profit and revenue in their product design, including safety by design standards and practices for online platforms, products, and services,” the White House stated in a fact sheet.

Republicans and Democrats in Congress have weighed legislation along the lines of what Biden is set to highlight. Sen. Marsha Blackburn (R-TN) has authored the Kids Online Safety Act, which would force platforms such as Facebook and Twitter to turn on the highest privacy features for underage users by default. While the bill was proposed in the final months of the last term, it failed to gain momentum in the Senate.
