Most voters think poorly of the Biden administration‘s ethical standards, according to a new poll released Thursday.

The Gallup poll found the Biden administration came in second at 42% behind the Trump administration’s record low of 37% for the worst ethics score since Ronald Reagan was in office. Eight percent of Americans rated the Biden administration’s ethical standards as “excellent,” and 34% gave a “good” rating for a combined total of 42%.

However, the majority of Americans did not agree. Eighteen percent said the Biden administration’s ethics are “not good,” and 37% found they are “poor.” Gallup noted this is its first ethics assessment since President Joe Biden took office.

Meanwhile, 84% of Democrats, 41% of independents, and 6% of Republicans rated Biden’s ethics as “excellent” or “good.”

Notably, Biden’s ethics rating essentially matches his presidential approval of 40%, according to a Reuters/Ipsos poll released in July.

Biden and former President Donald Trump both held the lowest scores during their administrations. For comparison, all other presidents since the 1980s had an ethics score above 50%, with George W. Bush and Reagan taking the highest spots of 74% and 67%, respectively.

Gallup surveyed 1,015 American adults from July 3-27 for the poll, which has a margin of error of four percentage points.
