Special Presidential Envoy for Climate John Kerry will testify before a House Foreign Affairs subcommittee on Thursday morning.

Kerry will discuss the State Department‘s climate agenda and provide a budget overview.

The envoy said on Monday that the war in Ukraine is “exacerbating the problem” of climate change. His comments came as President Joe Biden headed to Windsor Castle to take part in a ceremony for King Charles III and host a forum focusing on clean energy strategies.

“When you have bombs going off and you have damage to septic tanks or to power centers, et cetera, you have an enormous release of greenhouse gas of methane, all of the family of greenhouse gases,” Kerry said. “And the result is it’s adding to the problem.”

Green energy policies have been a focus of the Biden administration since Biden took office in 2021. Since then, he has worked to eliminate fossil fuel production and switch over to electric vehicles.

The White House recently announced additional measures to protect communities from extreme heat using funds from the Inflation Reduction Act.

Kerry’s testimony will begin at 10 a.m. on Thursday.
