Gov. Josh Shapiro (D-PA) is making his largest investment yet in the midterm elections, unveiling a $3.3 million statewide organizing effort designed to help Democrats defend the governor’s mansion, capture key congressional seats, and cement the party’s hold on state government.
“Rise Up Pennsylvania” is being billed as the largest coordinated midterm campaign in Pennsylvania history. The effort will focus on early voter outreach, expanded field organizing, and the coordination of resources across federal, statewide, and legislative contests ahead of November.
The announcement underscores Shapiro’s growing national profile as he seeks to position Pennsylvania Democrats for a key election cycle while continuing to fuel speculation about his own political future beyond his second term.
“Governor Josh Shapiro is leading the way as the Pennsylvania Democratic Party builds an unprecedented coordinated campaign effort to win up and down the ballot this November,” Manuel Bonder, the governor’s communications director, told the Washington Examiner. “These midterms run through Pennsylvania – and the Governor is fighting to win all across the Commonwealth.”
Shapiro has contributed more than $3.3 million this cycle to fund the coordinated campaign, which party leaders say will target voters across the commonwealth earlier than previous midterm efforts, according to a memo sent to the Washington Examiner.
The state’s May primary set the table politically for a knife-fight fall campaign — and the winners could determine whether Democrats take back control of the House of Representatives.
Four Republican-held congressional districts are at the center of the Democrats’ campaign to take back the House: the Bucks County-centric 1st held by Rep. Brian Fitzpatrick (R-PA); the Lehigh Valley-based 7th held by Rep. Ryan Mackenzie (R-PA); the 8th, covering Scranton, Wilkes-Barre, and northeastern Pennsylvania represented by Rep. Rob Bresnahan (R-PA); and the 10th covering the Harrisburg and York areas held by Rep. Scott Perry (R-PA).
At the state level, Democrats are also seeking to secure unified control of Pennsylvania government by retaining the governorship while winning control of both chambers of the General Assembly — something the party has not achieved in about three decades.
In announcing the initiative, Democrats argued that voters are increasingly frustrated with President Donald Trump’s agenda and Republicans in Washington, attempting to tie Pennsylvania GOP candidates to policies they say have increased costs for families and reduced access to healthcare.
The coordinated campaign follows what Democrats describe as encouraging electoral signs over the past year. Party officials pointed to solid performances in 2025 judicial and local elections, gains in voter registration, and higher Democratic turnout during this year’s primary elections, where Shapiro outpolled Republican gubernatorial nominee Stacy Garrity by more than 450,000 votes.
But it won’t be easy for Democrats in one of the nation’s most important swing states. Republicans are expected to make Pennsylvania one of their top priorities in 2026. The commonwealth remains one of the nation’s premier battleground states, with closely divided electorates routinely deciding statewide races by narrow margins.

Shapiro’s investment also emphasizes his expanding role as one of the Democratic Party’s most prominent governors. While he has repeatedly said he is focused on governing Pennsylvania, his efforts to build party infrastructure and influence competitive races have continued to fuel discussion about a White House run.
The governor’s political operation has increasingly taken on a national dimension, raising money, campaigning for Democrats, and now financing what party leaders describe as an unprecedented statewide organizing effort months before Election Day.
