Trump administration to pivot away from IVF affordability pledge?

President Donald Trump could be moving away from prioritizing efforts to make in vitro fertilization more affordable for Americans.

Currently, there are no plans for the Trump administration to persuade health insurance companies to include IVF services in their coverage, according to a report by the Washington Post. The topic of more cost-efficient options for IVF, including health insurance coverage, was first suggested by Trump while he campaigned for president. The revelation came from “two people with knowledge of internal discussions.”

Approximately 12 months ago, during a campaign speech in Michigan, Trump stated that the government or health insurance companies would be required to subsidize “all costs associated with IVF treatment.”

“I’m announcing today in a major statement that under the Trump administration, your government will pay for — or your insurance company will be mandated to pay for — all costs associated with IVF treatment,” said Trump. “Because we want more babies, to put it nicely.”

If the reports are accurate, it would be a reversal of Trump’s campaign promises and executive order, issued earlier this year.

“Today, many hopeful couples dream of starting a family, but as many as one in seven are unable to conceive a child,” read Trump’s order from Feb. 2025. “Despite their hopes and efforts, infertility struggles can make conception difficult, turning what should be a joyful experience into an emotional and financial struggle. My Administration recognizes the importance of family formation, and as a Nation, our public policy must make it easier for loving and longing mothers and fathers to have children.”

“In vitro fertilization (IVF) offers hope to men and women experiencing fertility challenges,” noted the directive. “Americans need reliable access to IVF and more affordable treatment options, as the cost per cycle can range from $12,000 to $25,000.”

“Therefore, to support American families, it is the policy of my Administration to ensure reliable access to IVF treatment, including by easing unnecessary statutory or regulatory burdens to make IVF treatment drastically more affordable,” read the order.

No public steps have been taken to implement the directive since the order was issued. The Post also cited White House officials who spoke on the condition of anonymity and claimed that the Trump administration is pivoting away from internal proposals that would require IVF coverage on Affordable Care Act exchanges. Other officials, also providing comments anonymously, stated that while the president is genuinely interested in making IVF services more affordable, he is limited in his approach, as such a thing would require congressional approval.

They also mentioned that any policy efforts requiring insurance companies to cover IVF services were not “on the table.”

However, Abigail Jackson, a spokeswoman for the Trump administration, recently claimed that the president remains dedicated to making IVF more affordable. 

“President Trump pledged to expand access to fertility treatments for Americans who are struggling to start families,” said Jackson. “The Administration is committed like none before it to using its authorities to deliver on this pledge.”
