The president’s address comes after he announced Tuesday that he would postpone official trips to Germany and Angola to monitor the hurricane.
The Category 4 storm is expected to make landfall in Florida late Wednesday. It likely will initially strike the Tampa Bay area, a major metropolitan hub, the hardest.
