Alvarez tried to flee after the crash but was stopped and restrained by bystanders, according to police. A toxicology report is pending. Though he is being charged with manslaughter, police said they are investigating whether the crash was intentional.

Sauceda said authorities had established contact and are cooperating with the Venezuelan government over the tragedy, as several of the immigrants killed were Venezuelan.
