Kristi Noem bars local governments from working with ‘evil foreign governments,’ including China and Russia

Gov. Kristi Noem (R-SD) signed a bill into law on Wednesday that bars state and local governments from contracting with “evil foreign governments.”
The law codifies an existing executive order from Noem, which prohibited state agencies from executing contracts with a list of foreign entities.

SB 189 bans state and local governments from working with “foreign parent entit[ies]” from China, Cuba, Iran, North Korea, Russia, or Venezuela.
It also prohibits working with the countries themselves.
“Our taxpayers’ dollars should not be revenue streams for evil foreign governments,” Noem said. “With this legislation, South Dakota will continue to be a beacon of Freedom to the rest of the nation. We will continue to lead by putting the security of our people first and stepping up to preserve Freedom for future generations.”

The South Dakota governor has not ruled out making a run for the White House in 2024. However, she did say in January that she isn’t “convinced that I need to run for president.”
She explained that she was not in a rush to make a decision: “I think it’s important that people focus on governing rather than going out and making big, broad statements and going out and taking action for their own political futures.”
