President Joe Biden will veto House Resolution 4665, the defense funding bill put together by House Republicans, should the legislation pass both chambers of Congress.
The threat comes just over a week before the month’s-end deadline to fund the government. White House officials had previously signaled to the Washington Examiner that the president would not sign any funding legislation without bipartisan support.

The White House also issued a second veto threat for a separate Republican bill funding the Department of Homeland Security.
“In May, the Administration negotiated in good faith with the Speaker on bipartisan legislation to avoid a first-ever default and protect the Nation’s hard-earned and historic economic recovery,” the White House’s announcement reads, claiming that H.R. 4665 violates the agreement brokered by Biden and House Speaker Kevin McCarthy (R-CA) during the debt ceiling showdown.

Administration officials pointed to “new, partisan policy provisions” in the legislation that would limit access to “reproductive healthcare, threatening the health and safety of Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex (LGBTQI+) Americans, endangering marriage equality, hindering critical climate change initiatives, and preventing the Administration from promoting diversity, equity, and inclusion.”
“The Administration would like to take this opportunity to share additional views regarding the House Appropriations Committee’s (Committee) version of the bill,” the White House concluded. “The Administration looks forward to working with the Congress as the FY 2024 appropriations process moves forward.”
