The briefing is likely to announce the United States’s decision to supply Ukraine with cluster munitions, according to multiple reports. The Biden administration had long hesitated to supply the munitions due to their controversial nature.
The munitions are controversial due to their “dud rate.” A number of the submunitions often fail to detonate, resulting in civilian casualties in the future and the need to de-mine an area after a conflict.
